1. NAME OF PROGRAM: Medicaid Program for Families and Children
2. PURPOSE OF PROGRAM:
- Medicaid is a jointly-funded, Federal-State health insurance program for certain low-income and needy people. It covers approximately 36 million individuals nation-wide including children, the aged, blind, and/or disabled, and people who are eligible to receive federally assisted income maintenance payments.
- There are several different groups of individuals who qualify for Medicaid benefits for families and children. All have income limits and some have resource limits. Individuals who are eligible for full Medicaid benefits receive a Medicaid card each month. Medicaid may also be retroactive to cover medical bills from the 3 months prior to the month of application.
- Medicaid for Pregnant Women - This program provides coverage for pregnant women. The family income limit is equal to 185% of the poverty level. There is no limit on resources. If a pregnant woman is covered by Medicaid, her newborn child is automatically eligible for Medicaid up to age 1. This benefit is available even if the pregnant woman has no other children.
- Medicaid for Infants up to age 1 - This program provides coverage for children under age 1. The family income limit is equal to 185% of the poverty level. There is no limit on resources.
- Medicaid for Children from age 1 through age 5 - This program provides coverage for children age 1 - 5. The family income limit is equal to 133% of the poverty level. There is no resource limit.
- Medicaid for Children from age 6 through age 18 - This program provides coverage for children age 6 -18. The family income limit is equal to 100% of the poverty level, which is lower than the income limit for younger children. There is no resource limit.
- Medicaid for Caretakers and Children age 19 and 20 - This program provides coverage for individuals under 21. The income limit is lower than the income limit for children under age 18. There is a limit on resources.
- Medicaid for Medically Needy - This program provides coverage for parents and children whose incomes are higher than those allowed in other coverage groups. Families must meet a deductible based on the amount by which their income exceeds the MAF-MN income limit. There is a limit on resources
3. APPLICATION PROCEDURES: Individuals can fill out an application at the Department of Social Services in the County in which they reside. Individuals can also ask to have an application mailed to them, which can be filled out and returned to the Department of Social Services by mail or in person. Some area Health Care Providers and your local Health Department also have application forms on hand.
4. ELIGIBILITY REQUIREMENTS: Applicants must meet the below criteria:
- Be a U.S. Citizen or qualified alien.
- Live in North Carolina and have a social security number or have applied for one.
- Have income that meets program requirements for one of the following categories:
- Families with children under age 19 (for parents and other adults, financial resources must be below a certain amount).
- Children under age 21.
- Single or married pregnant women.
- Children receiving adoption or foster care assistance.
